Abstract: Nearly 70% of the land is desert in Denkou country, and a great deal of work has been done in the governance of the desert for a long time ,but with little result Based on the analysis of the past lessons, combining country soil ,climate and other resource characteristics and the current market demand .the writer proposed to develop and grow the sand industry, by the green, characteristics and institutional innovation, to achieve the organic reunification between ecological benefits and the economic and social benefits through the development of industrial sand, explore the new ways for the governance of the desert.
