Abstract: At first this paper gives a generalized analysis on the actuality of Science ＆ Technology innovation of Ningxia xihaigu region, observes Science ＆ Technology Progress contribution ratio of agricaltural during 1986-2005 of the yuanzhou town of guanyuan ,points out the restriction reasons of science and technology innovation.Based on this ,according to the development practice of economy and social in ningxia xihaigu region, points out some advice on how to accelerate its rural economic development and change the mode of rural economy growth.
