Abstract: The writer applies the theory of scientific outlook on development,analyses profoundly the importance and urgency of utilizing and developing water resources rightly,clarifies the basic thoughts on it and how to do it now.The writer points out that：In order to make our country food security,we should apply the theory of scientific outlook on development to practice,solve the serious problem of lacking water as it goes down from bad to worse,distribute water properly,intensify management and protection of water,try our utmost to develop the new coordinated technology of economizing on water in field,but we also should take flexible measures in line with local conditions,improve the efficiency of utilizing water.Then we would attain to increase farm products,peasants earnings and make agriculture development sustainable.
