Abstract: Currently, China carries out a public service supply system characterized by duality and segmentation between the city and the countryside, which is very unbalanced. Meanwhile, we practice a ＂top-down＂ system which makes government be the whole show in the organization, decision-making and operation of rural public service for a long time. This system results in serious lack of rural public service and becomes the predominating problem that hinders overall planning for urban and rural development. How to build an overall plan of urban and rural public service system adaptable to market economy development, have been the crucial issue for current rural reform and development.
