Currently, China carries out a public service supply system characterized by duality and segmentation between the city and the countryside, which is very unbalanced. Meanwhile, we practice a ＂top-down＂ system which makes government be the whole show in the organization, decision-making and operation of rural public service for a long time. This system results in serious lack of rural public service and becomes the predominating problem that hinders overall planning for urban and rural development. How to build an overall plan of urban and rural public service system adaptable to market economy development, have been the crucial issue for current rural reform and development.

After the rural cooperative medical treatment system which originated from the 50＇s of the 20th century have experienced the four steps of exploration,development,recession and reconstruction,it has taken on a new look to us now.That is the new form of the rural cooperative medical treatment system. The building up of the traditional cooperative medical treatment is aiming at not only securing the obtaining of the peasants＇basic health care service,relieving the phenomenon of peasants＇ poverty caused by illness,but it also provides some experience and reference of the establishment of the new form of the rural cooperative medical treatment system.Based on the research of the historical transformation of our China＇s rural cooperative medical treatment system,this article intends to search for the reason of the falling of our traditional rural cooperative medical treatment and meanwhile give some reference on the construction of the new rural cooperative treatment system.

This article used The Grey Relations Analysis analysised eight basic yield characters of twenty maize hybirds and disscussed the relations between the individual plant yield and other traits. The results indicated that the order of the relation from big to small was hundred-grain weight,the number of kernel per ear, the number of kernel per line, spike diameter, spike length,the kernel row number, the seeding rate, glabrate end. The conclusion expiousured the main way of maize breeding and high yield cuhurs on this ecological area is to raise hundred-grain weight, the number of kernel per ear and the number of kernel per line and so on other facters. The long spike varieties and big kernel varieties can take as the selection criterion of the high yield varieties.

In the same inorganic fertilizer level condition, effects of applying fully-fermented organic manure on flue-cured tobacco development and leaf yield and quality was studied. The results indicated that compared with control,the height, individual plant leaf area and canopy biomass accumulation of each treat,including applying organic manure at 35d, 50d, 65d after transplant, was higher, and the plant grew faster. The application of organic manure increased 2.14%-8.45% in yield, 11.99%-25.22 % in output value and 2.06%-10.43% in proportion of superior leaf. The application of organic manure reduced the total sugar and reducing sugar content,however, increased total nitrogen, nicotine and protein content of upper leaf.It enhanced the total sugar and reducing sugar content of middle leaf and enhanced the nicotine and potassium content of bottom leaf.The aroma volume,offensive taste, offensive odor and lingering odor and total smoking quality scores of organic manure application treat was higher than that of control. These showed that the application of organic manure can improve the leaf quality.The optimal application amount of each plant was 2400g fully-fermented organic manure on Honghuadajinyuan breed.
