Abstract: With the growth of population,the development of the ecomomy and continuous improvement of industrialization level the use of non-agricultural construction land is increasing.The contradiction between the land as a kind of rare resource and socioeconomic development is increasing day by day.In this paper,we carry out a monographic study on Chang-Zhu-Tan＇s （Changsha,Zhuzhou and Xiangtan cities）land management system for the purpose of providing decision-making to the reform of land management system based on the construction of Chang-Zhu-Tan＇s ＂two-oriented society＂（Resouree-conserving and Environment- friendly society）,and especially the reform of land management system centered on economical and intensive land use.
