Abstract: To analyze the plight of rural Shandong institutional change,we found that path dependence are important factors in informal systems,and then we analyze that the Confucian culture,family awareness,the planned economy system based on heritage and the ideas of tradition of commodity economy and legacy systems in rural Shandong,finally we put forward ideas that rely on economic,information technology and strengthen the informal system of communication to break through the informal system path dependence in rural Shandong province.
