Abstract: The Transfer of Rural and Pastoral Surplus Labor plays an important role in allocations of labor resources and human capital, bridging the gap between the cities and the rural areas. It also an important measure to resolve the problems of agriculture and animal husbandry. This paper discusses the about the transfer of rural and pastoral surplus labor and the employment and training in Xilingol League. Firstly, the conditions of the transfer of rural and pastoral surplus labor in Xilingol League are summarized and compared with the conditions in whole Inner Mongolia. Then, the main problems in the transfer process are analyzed from 5 aspects. Finally, the 5 solutions are put forward. This paper can provide the reference for analysis the problem about the transfer of rural and pastoral surplus labor.
