    The Transfer of Rural and Pastoral Surplus Labor plays an important role in allocations of labor resources and human capital, bridging the gap between the cities and the rural areas. It also an important measure to resolve the problems of agriculture and animal husbandry. This paper discusses the about the transfer of rural and pastoral surplus labor and the employment and training in Xilingol League. Firstly, the conditions of the transfer of rural and pastoral surplus labor in Xilingol League are summarized and compared with the conditions in whole Inner Mongolia. Then, the main problems in the transfer process are analyzed from 5 aspects. Finally, the 5 solutions are put forward. This paper can provide the reference for analysis the problem about the transfer of rural and pastoral surplus labor.

    Hangjinhou League is located on the west of Hetao Plain which belongs to the area of Irrigation of the Yellow River. Water conservancy facilities and the irrigation are very convenient because of the investment of the projects implementation of comprehensive agricultural development. And there are 10000hm^2 easy-fishing water areas and 9000hm^2 low-lying alkaline wasted lands available for being developed among the whole league. It has a great potential for fishery development. In recent years, as the development of economy and the growth in the living standard, the requirement for aquatic product increase as well .Accordingly, the area of intensive ponds expand continually, but for the sake of shortage of funds, lack of cultivation technique, the rise of price and other factors, the benefit is not considerable enough, or a wired phenomenon which the output increase but the effect doesn't within the pond of carp, grass carp and chub, therefore, which result in a very rough situation to the culturist. So, it is a significant content of raising the income and adjustment of the rural industrial structure that exploring the development direction of fishery of the league and guiding the fishery workers correctly to keep up with the pace of modem fishery.

    In order to study low-temperature treatment's effect on the cold resistance of corn seeds during the germination period, 8 different corn breeds suited to be sown in early-maturing region were sown in spring, such as Bing Dan 6, Bing Danl6, Tong Yu158, Tong Yu162, Tong Dan 36, Chang Cheng799, Tong Yu 229, Tong Dan 38 as materials, the study of their germination rate, germination potential, seedling height, seedling health, and other germination characteristics being contrasted under the different temperatures of 8℃, 10℃, 15℃, 20℃ , 25℃ separately. The results demonstrate that germination rate and germination potential decrease as the temperature decreases when the temperature is between 8 - 25 ℃; there are differences among the 8 corn breeds: the cold resistance of Tong Yu 158, Bing Dan 6 and Tong Yu 162 is stronger; low-temperature treatment under 8℃ is good for enhancing the germination uniformity, cold resistance and seedling strength.

    Crop farming is the foundation of agriculture and its structure will be adjusted accordingly at different stages of social development. It will be of great practical significance to adjust the planting structure reasonably in increasing the income of farmers and prompting agricultural sustainable development. In order to figure out the process of the structural adjustment of the plantation in low and medium yielding area of Hebei low plain, we have conducted a preliminary analysis of the planting structure (1986-2010) in the region, after which we are clear about the composition of food crops, oil crops, cotton, vegetables and other crops in different periods, discuss the trend and intrinsic reasons of the structural adjustment of crop farming in the area, and put forward the key points and safeguard measures of the future structural adjustment of the plantation in the area.

    A field experiment was carried out to explore the effect of disturbing (deep tillage and deep loosening) the calcic horizon on soil water and physical properties and crop yield on chestnut soil.The results showed that the soil became soft and soil hardness decreased for the hard calcic horizon was broke by deep loosening.The soil bulk density was reduced by 0.03g/cm^3 in 0-80cm soil layer after deep loosening,then the rainfall infiltration rate and soil water storage capacity was increased,so the crop yield and rainfall use efficiency was increased.

    Application of "3414" design theory in Daxing farm of Wengniute of Chifeng City to set corn farm effieiency test,to investigate the effect of different fertilizer treatments on corn yield.The results showed that: The yield of treatment 6 was the highest reaching 1145kg,when no fertilizer deal with a minimum yield of 547 kg,the difference was significant; were compared with different dosage of nitrogen, phosphorus and potassium found that while the other two fertilizers keep unchanged only increased a single use of another fertilizer, maize yields increased with the fertilizer at first and then decreased when continued to improve the amount of the fertilizer; Contrast the treatment of founded that the treatment without nitrogen has notable effect on corn yield; much lower than that applied P and K treatment, indicating nitrogen fertilizer on corn yield is greater than P and K;Contrast with no potassium and no phosphorus treatment, The deficiency of corn yield was not significant, which indicated corn yields similar to the dependence of the phosphorus and potassium.

    Though the fungicides effect trials in field, the pharmaceutical formulations with 20ml 10% of screened azoxystrobin, 3kg water and 80kg seed potatoes was screened, with promotion the seedling early-onset, disease prevention and yield increacing, which can prevent the potato late blight disease effectively, anti-efficiency up to 86.7%, increasing rate at 64.7%, the condition index at 5.1%. The differences between process and other processes were significant and very significant at 0.05 and 0.01 level. That can be applicatied in the large area.

    Based on the observational records covering the period from 1971 to 2010 , the characteristics of precipitation and temperature of Wulanchabu League was analyzed using tendency analysis and wavelet analysis. The results showed the annual precipitation in Wulanchabu League had a ?decreasing tendency ,a increasing trend in ?spring and autumn,a down tendency in summer and winter. The annual mean temperature was significantly increased and abrupt changed in 1987 and 1997. The time series showed periodicities at5,8,10,20,28 years for ?annual precipitation and at 6,15,20,28 years for annual mean temperature. Using REOF analysis,It showed region division consistency had a high coherence in precipitation and temperature.There were higher air temperature and more precipitation in southern area of Wulanchabu League, low air temperature and less precipitation in northern area,but temperature fluctuation was great in northern area.
