Abstract: In this paper, the current bayannur city instability problems of rural areas and farmers were investigated and analyzed, there were three problems about the interests conflicts and problems left over by history, water charging problem in rural areas and organizations construction problems. The concrete countermeasures were put forward to solve these problems, which were in view of the land contract management problems was to strengthen the policy and law propaganda education, perfect the system, reasonable and lawful disputes; the burden of farmers＂ water problems was to increase management scientific and accuracy and service consciousness, accepts the populace to supervise; the rural grassroots organizations construction problems was to improve the whole quality of leading cadres and the village democratic decision-making.
