Abstract: After analyzed the natural resource, the humanities resources, the fishery characteristic and the ecological environment of Wuliangsuhai, the guiding ideology, the goal, the principle and the countermeasure and so on of development in Wuliangsu Haidi district ecology leisure fishery and the eco-tourism were proposed, and its economy, the ecology and the social efficiency have been carried on the appraisal.
