Abstract: As a new allocation way of land resources,the transfer of the right to land contractual management has a great significance to the solution of the imbalance between population and arable land,the advance of land productivity and the industrialization of agriculture. Its promotion in Heibei province has made significant influences on the large-scale cultivation,the decline of land-labor,the development of rural service economy,the adjustment of industrial structure,the capital concentration in agriculture production and land resources allocation,the increase of arable land and the development in social service economy.
