Abstract: The construction of the modem state and democracy-state. The process of modem is a dual constructive process of the nation-state state construction has its own historical logic： the non-balance in the construction of the modem state, that is, the process of construction of nationstate is before that of democracy-state. The paper reviews the history of rural politics development in China first, and tries to discuss future directions of politics development.
