摘要： 把新疆产业结构调整看成是一项系统工程，文章主要从新疆产业结构调整的环境入手，通过对中国经济发展的大环境和区域经济环境的分析，以比较优势、潜力和特色作为产业结构调整的战略。注重挖掘第二产业潜力．延长产业链并与环境和谐发展。发展特色农业，通过城镇化建设转移农业劳动力；在第三产业中，大力发展旅游业，带动经济发展。
Abstract: Regarding Xinjiang＇s industrial structure adjustment as an item of systems engineering, this article mainly obtains Xinjiang＇s industrial structure adjustment environment, which from China＇s and the region economy development environment analysis.Comparing superiority, the potential and agricultural characteristic makes the strategy of industrial structure adjustment. And draws the conclusions that developing the second industry with environment harmonious development,developing characteristic agriculture, through cities construction shift agricultural labor force.Vigorously develops the tourism in the third industry to lead the economical development.
