Abstract: Natural disasters are big problem for human development, which is especially for agricultural production. After disasters, the economical receipts had reduced badly, sometimes even worse. The people who work in farms were victims, they could not gain anything by their hard work, and meantime, they should bear much more lost. At this time, we need a powerful protection system to protect their efforts, avoid lost and resume their productivity which could make economy run stability.
