摘要： 建设社会主义新农村是构建和谐社会的重大举措。后发达地区存在生产、生活环境恶劣、基层组织建设薄弱、农村劳动力素质偏低、公共服务体系脆弱等问题，新农村建设任务更加艰巨。
Abstract: Building a new socialist countryside is a significant action of the construction harmonious society.The latter developed areas exist the problems that the production and living conditions are bad, the basic-level organization constructs are weak, the rural labor force quality is weakly somewhat low, the public service system is frail and so on, the new rural construction duty is more arduous.
