Abstract: ＂Returning Grazing-Growing＂ policy is one of the important strategic measurements on ecology construction and achieved a lot.Main problem and policy suggestions of the project were analyzed.The main problems are as follows：the ecological consciousness of herdsmen wasn＇t enhanced,counterpart funds couldn＇t be implemented,ungrazing mechanism was not perfected,lack of Technical support and so on.A series of policy suggestions were recommended,including increasing innovating financial investment mechanism and technical support,perfect the supervision mechanism.
