Abstract: The seventeen plenary session party pointed out, cultivating new farmer cooperative organization, development of agricultural social service organizations, establishment compact profit mechanism between leading enterprises and farmers, and improving the degree of organization. To speed up development of farmer specialized cooperatives and make it become modern organization of agricultural management lead farmers to participate in market competition at home and abroad.
