Abstract: To promote urbanization inevitably involve the farmland circulation. Although farmland has circulated for 30 years,slow circulation,small scale, and exist many problems, the obstacle factors of land circulation contained less non-agricultural employment opportunities, imperfect land market, less arable land, strong social security function of cultivated land, binary household registration system, high circulation cost. To promote the land circulation should clear land property,promote the rural population urbanization,change correlation law,speed up the land legislation,and establish of a perfect social security system.
