Abstract: The paper detailed analyzing the affecting Factors on farmers＇ income increasing.There are unfavourable and favourable factors,the favourable factors are：（1） Continuous growing of the city＇ s national economy;（2）Carrying out the benefiting-farmers policies;（3）Being promoted agricultural production conditions;（4）Better agricultural infra-structure;（5）Having a certain practical and the masses basis and（6）Continual adjustment of the agricultural structure.The unfavourable factors are：（1） The irrational farmers income structure;（2）Insufficient input to agriculture development;（3）Weakened human capital in agricultural processing;（4）Higher production cost and lower price of the agricultural products;（5）Moving of the rural surplus labor forces to cities slowly;（6）Low level of agricultural integration and;（7）Natural risks are unavoidable.Based on the above,the following suggestions are given：（1）Establishing the urban-rural integration development perception;（2）Adjusting and optimizing the agricultural structure;（3）Speeding up the processing of agricultural integration;（4）Enhancing the peasantscultural and science and technology quality;（5）Transforming labor force from rural area to non-agricultural industries and reduc ing the labor forces in agricultural sector;（6）Strengthening the agricultural input for the government.
