Abstract: Nowadays, higher vocational education has taken a very important part in higher education in China, and social service has already become a very important index to evaluate the level of connotation construction in different higher vocational colleges. The Grain Engineering and Management Department of Jiangsu Vocational and Technical College of Finance ＆ Economics was taken as an example. The significant effects of the basic-level party construction on promoting soeial service ability of higher vocational college were discussed. And the breakthrough points to enhance the social service ability by means of basic-level party construction were also put forward.
