Abstract: Building new socialist pastoral areas is a complex and difficult systematic engineering,which should not only need co-ordinate arrangements and scientific planning but also fully consider the conditions and capacity of all aspects with classified guidance according to local actual situation and conditions so as to make scientific,reasonable and simple measures.In promoting the construction of the new pastoral areas,it is necessary to insist both the general requirements of new socialist countryside construction and the basic principles of new pastoral areas.The paper illustrates the principles first formulating plans,centering on economic development,following the coordinated development,adhering to the construction of ecological civilization,following the feasibility,and following the system innovation.
