Abstract: The government evaluation of performance is the power and basis to promote the government achievements.Citizen participation is an indispensable part of modern government performance,and it is an valid way to make the evaluation democratic and scientific.But under the influence of the traditional culture and low information publicity of government and the quality of citizen,citizen participation is at a low level.Based on these problems,the article pointed out the elementary methods to expand the participation of citizen.
