Abstract: Cow breeding industrialization management is a new manner of production management,which is developed in the process of market economy development.The advantages and restriction factors of cow breeding in Xilinhot region of Inner Mongolia should be analyzed comprehensively and deeply.The experience in development of international dairy industry should also be learned so as to achieve sustainable and steady development of dairy industry of Xilinhot region.And this is significant to realize the object of increasing herdsman＇s income,and it also has theoretical and practical significance for regional dairy industry in global market integration environment.Taking the actual situation of cow breeding industrial production management in Xilinhot as background,the restriction factors,regional comparative advantages and behaviors of general stakeholders were analyzed according to the current status of cow culture（Low level and no fast increasing social efficiency）.And the ways to promote cow breeding industrial production management were also proposed.
